Invest in Kids is a child-focused human capital development strategy directed to promoting the well-being of children and spurring community and economic development. Many of the metropolitan areas with which St. Louis compares and competes are actively promoting the well-being of children in order to develop their economies and improve the quality of community life. Unless the St. Louis region begins to advocate for the needs of its children and strategically invest in their health and well-being, this area will remain at a competitive disadvantage. Invest in Kids is a broad-based collaborative initiative in the St. Louis region promoting child-focused human capital development. It is directed to: (1) raising public awareness around this issue; and (2) engaging key representatives of the public, private, and nonprofit sectors in the St. Louis region in developing and implementing strategies to ensure that children and youth throughout the area have the skills and abilities required to secure good jobs, contribute to the economy of the region, achieve life success and be productive citizens. The goal of the initiative is to increase the number of healthy young people who possess the life skills, academic skills, and employment skills needed to succeed personally and to spur economic growth and development in metropolitan St. Louis. The result will be an improved quality of life for children, their families, and the region as a whole. The Invest in Kids initiative has two primary components in its firsts phase. A public awareness campaign will be conducted to increase the community’ understanding of the economic importance to the St. Louis region of a human capital development focused on children and youth., explicating the economic benefits that will result from strategic investment. Because of the direct tie between human capital development and economic success, targeted efforts will be made to engage the region’s top business and civic leaders in designing and implementing child-focused strategies for human capital development, Public Awareness Working in conjunction with the Partnership for America’s Economic Success, City of St. Louis Mayor Francis Slay and other community stakeholders in the St. Louis region, the Invest in Kids initiative will conduct a public awareness campaign focused on increasing understanding of the close link between the well-being of the community’s children and regional economic development, and the overall quality of life in the St. Louis area. The campaign will promote the message supported by a decade of top-level economic research: Investing in children is the most effective strategy for communities to achieve economic success and it yields the highest returns of any type of public investment. Working from the foundation provided by the public awareness campaign, civic engagement efforts will focus on securing participation of civic leaders from all sectors and at all levels of the community in targeted initiatives to promote human capital development by making strategic investments in children. Such investments can only be made effectively in the context of specific goal-oriented strategies with clearly established, measurable outcomes. The civic engagement component of the Invest in Kids campaign will be directed to securing the participation of civic leaders in a number of carefully planned, closely related initiatives pursuing child-focused human capital development.
